The ID/DD Waiver is a Medicaid funded program that allows people with developmental disabilities to receive support in their home and community rather than in an institutional setting.

The ID/DD Waiver covers services like personal care, residential services (i.e. group home, sponsored residential), day support services, therapeutic consultation, and job coaching services. Funding is limited, and Virginia maintains a priority-based waiting list.

  • Individual must Live in Hanover County 
  • Have a diagnosis of a developmental or intellectual disability and a recent psychological stating the qualifying diagnosis. (Psychological Eval Example Below)
  • Individual must require a high level of support at the same level as someone in an immediate care facility. 
  • Individual must willing to accept services within 30 days if awarded a waiver slot. 
  • A correct psychological evaluation will have: 
    1. Identifying Information & Reason for Referral 
    2. Presenting Problem & Clinical History
    3. Behavioral Observations & Mental Status Examination (MSE) 
    4. Assessment Measures & Test Results 
    5. Diagnostic Impression
    6. Treatment Recommendations & Action Plan

Clinical Psychological Assesement Report

  • Contact the Hanover Community Services Board to schedule an intake. Call: 804-365-6576 
  • You will be requested to send the most recent psychological and any other documentation like IEP information etc. to show that the individual has a qualifying diagnoses and to determine the individuals level of functioning
  • A photo ID, insurance card, Social Security card, and financial documents.
  • Child/Individual must be present for the intake.  
  • Once your intake is scheduled a Virginia Eligibility Survey, also known as the VIDES will be completed with me to determine how much assistance an individual needs with everyday functioning.
  • If the client is eligible for the ID/DD waiver a priority needs assessment will be completed to determine where they should be placed on the list.

Report any changes with the individual or caregivers.

  • These changes can be: 
    • Changes with the individual’s or caregiver’s health
    • Significant behavioral changes
    • Serious illness or death of a caregiver
    • A new or updated psychological evaluation

Updates like these may affect the individual’s priority level, but a change in priority is not guaranteed.

Acceptance of a waiver/different types of waivers 

  • You will complete a waiver acceptance packet.
  • Individuals are typically granted the FIS Waiver first but have the option to request or switch to the BI or CL if those waivers are found to be most appropriate to the individual’s needs. 
  1. Building Independence (BI) Waiver
    • Who it’s for: Adults 18+ who can live mostly independently and do not require 24/7 supervision.
    • Key support: Intermittent care, does not require 24-hour support, helps with employment services, and rent subsidies to help with living expenses. 
  2.  Family & Individual Supports (FIS) Waiver
    • Who it’s for: Children and adults living with their families, friends, or in their own homes who need moderate medical, behavioral, or functional support.
    • Key support: In-home support, personal care, respite care, community engagement, and specialized nursing services. 
  3. Community Living (CL) Waiver
    • Who it’s for: Children and adults who require intensive, 24/7 care and supervision.
    • Key support: Comprehensive, round-the-clock residential support (e.g., group homes, sponsored residential care), plus all services offered in the FIS waiver.
